A person who laced sweets with tranquilliser and distributed them to children at a summer camp in the area has confessed to sexual offenses against two children both between nine and ten.
The accused was arrested after eight children and an older person experienced illness at the location in mid-summer.
The elderly man, from the Nottinghamshire area, admitted guilt to a total of 17 charges when he was present at the judicial center on Friday.
Nevertheless, he denied one particular crime he was accused of, which was involving a nine-year-old child.
The defendant was kept in jail ahead of a further hearing on 28 November.
'Candy game'
The legal representative, handling the case, outlined the defendant's actions to the legal proceedings.
She stated his victims were under-privileged children who were attending a summer camp which he ran.
Ruben conducted a "candy game" with the youngsters, Mrs Prior explained, in which he would access the boys' rooms when they were settling down and request they to ingest treats "as quickly as they can".
She told the court the defendant had conducted this practice with the children "over an extended period", and children had previously fallen ill the following morning.
She said the defendant had been capable of justifying this over a long period as the minors being "overstimulated by activities", until his family member had suspicions in recently.
The prosecutor continued: "Recently" his stepson had suspicions about what was going on, for good reason.
"They decided to examine in the individual's items."
Mrs Prior KC said items including lubricant, Vaseline and syringes were located, and his stepson alerted the law enforcement about his suspicions.
She stated the man proceeded to engage in the "candy game" with six children that time - July 26th - and they were all sick the following morning.
"The police had not responded by that stage," she continued.
The police watchdog, the police conduct office, earlier informed that it was investigating law enforcement's management of the events.
Mrs Prior explained the minors were having difficulty walking due to being ill, so the stepson contacted the law enforcement again.
She stated the defendant then engaged in the "candy game" in a area of five children.
